Broken Arrow city manager to get $12,000 performance bonus

Based on a “better than satisfactory” performance review, the Broken Arrow City Council unanimously voted Tuesday to award City Manager Michael Spurgeon with a $12,000 performance “stipend.”

The stipend will be paid no later than Oct. 1. The city also announced Spurgeon’s annual pay will be $238,759 as of this month, plus benefits.

Any reduction in Spurgeon’s salary as the result of an across-the-board workplace salary reduction shall be commensurate with the percentage of adjustment afforded to other non-union employees.

Other terms of Spurgeon’s original 2015 employment agreement with the city were unchanged. That agreement provides for an annual performance evaluation, as well as for merit consideration for salary increases at least once each year.

The increases can be given based upon satisfactory-or-better performance during each year of employment. Increases may be in the form of salary increase or bonuses.
