New candidate emerges for Ward 4 seat in Broken Arrow City Council

A Broken Arrow man said he plans to run for the Ward 4 seat on the City Council this spring, challenging incumbent Scott Eudey.

Joe Franco made the announcement on Facebook Sunday and promised more details about his campaign soon. Eudey announced late last year he would seek another term.

Ward 4 mostly covers much of Broken Arrow east of Elm Place between 61st and 141st streets. The official filing dates for Broken Arrow’s April 4 municipal election are Feb. 6-8.

In a campaign flyer posted on Facebook, Franco said the three priorities he has for Broken Arrow are public safety, infrastructure and “communication and transparency.”

Franco is a U.S. Air Force combat veteran with several combat deployments to the Middle East. He left his full-time job as a technician with the Oklahoma Air National Guard in 2019 to work as a software development project manager at ConnectShip, where he is currently employed. Franco retired from the Air Force in 2021.

Franco serves as a member of the Drainage Advisory Committee as well as Zoning Ordinance Stakeholder Advisory Committee for the city of Broken Arrow. He was also appointed to chair the Broken Arrow Mayor’s Council of Veteran Affairs. He serves many roles along with his family Life Church South Broken Arrow.

Franco has been married to his wife Angela for 17 ½ years and they have two daughters, Ava (16), and Emma (14). The family has lived in Broken Arrow for 22 years.

Eudey joined the City Council in 2015 and served as vice mayor from 2017 to 2021.

Since making Broken Arrow his home, Eudey has served in numerous community service organizations and leadership positions.

Eudey attended the University of Tulsa where he graduated in 1995 with a Bachelor of Arts in Political Science and studied education and music. After earning his Juris Doctorate in 1998 from Southern Methodist University’s Dedman School of Law in Dallas, Texas, Eudey returned to Oklahoma and made Broken Arrow his home.

Eudey started his legal career in 1998 as an associate attorney in the law offices of Jack W. Ross & Associates, located on Main Street in what is now known as the Rose District.

Eudey has been the managing partner of Ross & Eudey since 2010 and focuses on estate planning, business development, real estate and contracts.
