City Council extends BA city manager’s contract through ’26

The Broken Arrow City Council approved changes to City Manager Michael Spurgeon’s employment contract Tuesday that includes a cost-of-living salary adjustment, bonus and incentive payments and a contract extension.

The agreement extends Spurgeon’s employment through September 2026, unless the contract is modified mutually by Spurgeon and the city, or unless the contract is terminated. The other amendments to Spurgeon’s original 2015 contract are as follows:

* The city will contribute 17.5% of Spurgeon’s base salary into his ICMA retirement account.

* The city will pay Spurgeon a cost-of-living adjustment of 4%. If an additional cost of living increase is approved by the City Council for the 2024 fiscal year, any additional amount over the stated 4% will be paid to Spurgeon as a stipend no later than Jan. 31, 2024.

* Spurgeon will receive a one-time performance-based stipend in the amount of $12,000 to be paid by October 1, 2023.

* Per a special incentive plan approved in 2018, $18,000 will be placed in a plan for Spurgeon with the Oklahoma Municipal Retirement Fund. This has been done yearly if Spurgeon’s employment contract is renewed.
